In accordance with Resolution of the Akimat of Almaty No. 4/724 dated 31 October 2025, JSC “Social-Entrepreneurial Corporation ‘Almaty’” has been designated as the organization responsible for the operation and maintenance of the city’s cable ducting facilities. Previously, these functions were performed by LLP “ALMATY RENOVATION” (formerly LLP “Capital Construction Enterprise of the Akimat of Almaty”), which was a subsidiary of the SEC.

Within the framework of the transferred powers, the Department of Infrastructure Projects of JSC “SEC ‘Almaty’” has commenced the implementation of a set of organizational and technical measures, including:

• interaction with telecommunications operators and users of the cable ducting;
• systematic transfer to the balance sheet of cable ducting facilities constructed at the expense of budgetary funds (including those built during the Soviet period) — both previously constructed and newly commissioned (such as the cable ducting of the Metro, the Youth Residential Complex (MZhK), and road facilities);
• formation and maintenance of a unified database of cable ducting facilities.

For the purpose of ensuring a systematic and uniform approach to the management of the city’s engineering facilities, the SEC “Almaty” will facilitate the development of technical solutions and the implementation of projects for the construction, reconstruction, and relocation of cable ducting lines financed by budgetary funds.

The Company also interacts with government authorities and subordinate organizations on the issues of:

• accounting and the possibility of transferring to the SEC’s balance sheet the cable ducting lines under their management, constructed using budgetary funds;
• exchange of information for the formation of an up-to-date register of the city’s networks;

The implementation of these measures is aimed at improving the efficiency of the operation of the cable ducting, ensuring transparency in network management, and ensuring equal access of telecommunications operators to the cable ducting within the framework of the implementation of Presidential Decree of the Republic of Kazakhstan No. 842 dated 8 May 2024 “On Measures for the Liberalization of the Economy.”
